Local Area Agreements (LAAs)

In June 2005 it was announced that Oldham had been successful in its application to be included in the second round of Local Area Agreement (LAA) pilots. The LAA was officially signed by Government Ministers on 23rd March 2006, and will run from 1st April 2006 to 31st March 2009. The LAA is the manifestation of a new relationship between central government, local authorities and their delivery partners. It links funding streams with an agreed set of outcomes, that combine local and national priorities. They are based around 4 key blocks:

  • Children & Young People
  • Healthier Communities & Older People
  • Safer & Stronger Communities
  • Economic Development and Enterprise

Oldham has introduced a fifth "block" into its Local Area Agreement:

  • Housing.

The Local Area Agreement will help the Oldham Partnership to focus on strategic outcomes, based on joint-needs analysis and robust evidence from across the Partnership. The Agreement will minimise the bureaucracy associated with having to deal with a large number of funding streams, and will accelerate the pace of partnership working.
