Overview and Scrutiny

The Overview & Scrutiny function is a joint programme being run by Oldham Council and the Oldham Partnership, which gives elected members and local people (who are co-opted onto the Oldham Partnership Steering Group) the opportunity to monitor and investigate Borough-wide issues. The range of issues which can be looked at is very broad – from performance and value for money, through to how decisions are made and how well they are implemented.

Overview & Scrutiny has a vital role to play in ensuring the transparency of partnership working in the Borough.

Oldham's Councillors and members of the Oldham Partnership have met jointly to consider their role as "scutineers". They focused on 6 issues:

  1. Holding decision takers to account (being a critical friend)
  2. Shaping and influencing policy (setting priorities)
  3. Making the right difference (challenging performance)
  4. Representing the public’s view (being the public’s view)
  5. Bringing in external expertise (bringing balance to the debate)
  6. Restoring public confidence in local democracy (engaging the community)
